Vacant Rental Program
The Livingston County Land Bank Corporation has been awarded $2.5 millions by New York State Homes and Community Renewal to implement the Vacant Rental Program. The Land Bank is now accepting applications for the Vacant Rental Program (VRP) — a New York State grant that provides up to $50,000 or $75,000 per unit to rehabilitate vacant rental properties. In exchange, owners commit to renting assisted units to income-eligible tenants for 10 years.
Funded by New York State Homes and Community Renewal (HCR).

Is This Program Right for You?
You may be eligible if you:
- Own a rental property in Livingston County with one or more vacant units
- Are current on taxes, insurance, and code compliance
- Are willing to commit to a 10-year rental agreement on assisted units
Eligible properties include 1–5 unit residential buildings, mixed-use buildings with vacant residential units, and nonresidential spaces that can be converted to residential use.
How to Apply
- Attend an Informational Session — Required before submitting an application. Informational sessions are held at 6 p.m. in the Building One conference center on the County’s Murray Hill Campus in Mount Morris.
- Submit your application — Download the application form below or contact us to request one. The Scoring Committee meets monthly to award applications.
